The operational programme of the Foundation “Veronika” for the period of 2.5 years foresees a number of measures for Latgale regional NGOs in the field of social inclusion and education. Operational Programme aims to strengthen civil society in Latgale to strengthen democracy by means of NGO participation in education and social policy. The main activities are as follows:
-Promotion of cooperation: participation in national NGO networks;
- Promoting human-rights principles by projects "Free school meals for pupils in Latgale", by participation in the project "School Bag", by providing scholarships for 9th class graduates in Latgale, by organizing The Teacher Annual Award;
- Promoting cooperation: cross-sectoral cooperation between non-governmental organizations
- Advocacy of various interest groups and participation in policy-making and decision-making processes
- Measures for finding additional financial resources for field NGOs activities;
- Volunteer promotion and increasing the number of volunteers in non-governmental sector organizations;
-Capacity-building activities: fund "Veronica" strategy guidelines and experience-exchange trip to Norway;
- Latgale school parent involvement in advocacy process, youngsters involvement in activities;
- Activities of NGOs and citizens' participation in decision-making processes – Visit of Latgale teachers and NGO members to the EU institutions;
- Developing field NGO participation model;
- Publicity measures.
The operational program implementation resulted in an increased number of organizations whose activities are focused on sustainable development at the regional level.

Project results: The project had to be implemented because of low level of welfare and social inequality in the Latgale’s region, where due to poor material circumstances many children leaving school and are not competitive in the labor market in the future.
The project’s aim was to strengthen civil society in Latgale’s region for solving this problem by intensifying work of NGOs in the field of education and social activities, as well as by increasing number of NGOs, which are active in decision making processes and which activities have impact on long term development on regional level. The aim was achieved and as a result civil society and democracy in Latgale was strengthened by means of NGO participation in educational and social policy. The main results are as follows:
1) Developing strategy for the Foundation Veronika;
2) Found 1 donor within campaign "School Bag", as a result 20 sets of stationery for schools were donated;
3) It has been reached an agreement on further support of the campaign "School Bag";
4) provided an information about possible financial support of youth in case they decide to start studies at high schools;
5) provided an opinion on the published research about the early school dropout causes and risks of young people in the age group from 13 to 18 years;
6) ensured a cross-sectoral cooperation between non-governmental organizations;
7) 4 NGOs participated in policy-making and decision-making processes;
8) Provided consultations for NGOs.
The project’s target group were NGOs and schools representatives – teachers, administration and parents – were involved in the activities by regular communication with school administration and using support of Latgale’s region NGOs network organization. Main benefit for target group is new information, material support of pupils and participation in decision making process.
