If a child suffers from violence in the family, then the safe environment must be provided at once or at least in perspective. The crises centres often provide the state guaranteed social rehabilitation services and in behalf of a child corporate with institutions and his/her family. The normative acts state that the communication skills between a child and parents must be evaluated. However, there are no unified and single standards. The specialists involved might evaluate them differently thus taking decisions if to return a child to a family and planning further support measures.
The aim of the project is to promote an increase of well-being for persons who are in the risk group of social exclusion – children suffering from violence in family as well as their parents by developing an innovative social service in a crises centre – a programme evaluating parents’ skills to take care and raise a child and promoting their motivation to develop such skills.
The project partner – Latvian Children’s Fund will cooperate in development of the programme and will supervise it so it would meet the standards of state’s guaranteed social rehabilitation services as well as will secure its implementation in the crises centres of Latvia.
The target groups of the project are the children suffering from violence in family and their parents.

Project results: The aim of the project is to promote an increase of well-being for persons who are in the risk of group of social exclusion – children suffering from violence in family as well as their parents by developing an innovative social service in a crisis centre – a programme evaluting parents’ skills to take care and rise a child and promoting their motivation to develop such skills.
The Project target group were Social exclusion and poverty at risk people, including: 49 of the victims of violence. As well as NGOs representing the above groups of people's rights and interests, including 26 employees.
• Welfare promotion program designed to provide an innovative social service in a crisis center, disadvantaged persons - victims of domestic violence and children of violent parents.
• The program content and implementation progress of evaluation and correction.
• Working in direct contact with the child and parents / carers - in accordance with the developed program concept was modeled on the child and his parents' communication situations i.e. they worked together during certain tasks. It was carried out observations, video filming.
• Survey data processing, analysis and description.
• Stay in the center of the crisis (a child with parents / carers) - evaluation period, 49 children sustained's crisis center with their parents; 2 nights and one day. Children and their parents after the evaluation sessions were provided useful pastime crisis center in connection with the proposed time activities form was also useful motivating parents and children being together.
• Presentation of the program for insertion into Latvian crisis centers - organized to develop evaluation programs presenting and training them to use the rest of the six crisis centers and partner conference taking place within the framework of a parallel session of the program of general presentations.

The aim of Project is fully met as programme developed and the 49 specialists from 7 crises centres underwent the programme and the programme gudelines are accessible in the centres. Besides the social care takers are aware about the new social service which makes the programme available for the target groups. The programme also secures reducing risk of social exclusion for parents, it develops thei sense of responsibility and changes theirbehaviour patterns thus gain necesarry knowledge skills to become good parents for their children. The Project is targeted at improvement of well – being for people who are under the risks of social exclusion in two generations – children and their parents. It secures the opportunity for a child to grow and develop in a safe environment, to adopt prosocial behaviour patterns from a care – taker as well as to integrate in society succesfully in a perspective.
