The goal of the project is to promote understanding and develop ability of individuals and wider groups of society to identify and efficiently react to displays of hate-speech on the Internet and in other public environments.
The direct target group of the project is people and young people from minorities, as well as NGOs that represent the rights and interests of these groups.
The project will raise capacity of minority and young people NGOs to identify hate speech, providing training and monitoring of hateful contents on the Internet; written materials will be prepared about the manifestations of antisemitism, EU/EEA legislation and case law dealing with hate crime based on sexual orientation, disabilities, etc.; a number of decisions of the European Court of Human Rights will be translated into Latvian and an international conference will be organised about limiting hatred incitement on the Internet and in other public environments.

Project results: The Project was planned with an aim to promote understanding and develop the capacity of individuals and representatives of different minority groups to identify and effectively react to incitement to hatred on the internet and public space in general. The aim was successfully reached through the effective implementation of different activities. The training course on theoretical and practical aspects of online hate speech helped to raise the capacity of youth and minority NGOs on how to identify and respond to such issues. The elaborated training course is available for implementation in further projects and activities not only by the LCHR, but also by other organizations. The skills gained during the training were used during monitoring of online hate speech during the Project and will be used in a long-term perspective. The monitoring of online hate speech helped to identify main online hate speech targets, tested the ability of different online platforms to control hate speech and establish contacts with their representatives for further actions, as well as, to continue discussions on how to eliminate hate speech from the online space.
Different activities such as study visit, international conference and discussion with police officers, helped to establish closer cooperation with law enforcement bodies with a view on further common activities for elaboration of action plans responding to hate crimes and organization of trainings. The database on hate crimes and hate speech issues will serve as effective source of information not only for the specific target audience, but also wider public. Brochure about anti-Semitism, review about legal developments in elimination of hate speech and hate crimes, translated ECHR decisions are effective tools in raising awareness of law enforcement bodies, researchers, policy makers, as well as, general public about the impact of hate crimes. The materials will be used in other further activities of the LCHR and other organizations. Overall project results will help to prevent manifestations of hate and intolerance towards different vulnerable groups. The Project activities were aimed at reduction of intolerance and forming tolerant attitude, thus promoting forming more safe environment and cohesive society. Target groups involved in project activities are empowered for more effective response on incitement to hatred and hate crimes and encouraging victims to report and protects own rights.
