The project’s aim is to support civil participation in sustainable cooperation, including activities for strengthening governance of NGOs and participation model, as well as participation in creating action policy.
The project provides for a shift from representing interests to active participation of society promoting principles of good governance to raise public awareness and reduce the gap between inhabitants and decision-making institutions in municipalities.
Within the project a Baltic expert cooperation network will be created, a series of articles and researches will be developed, expert discussions will be organized, and the best practices of other countries will be identified and analyzed. Based on the results a pilot project will be elaborated and implemented in five municipalities.
The target group is new scientists, experts, lecturers, students, and cooperation organizations.

Project results: The aim to strengthen the institutional capacity in relation to civic participation and enhanced cooperation with public sector and other organisation abroad was achieved. BIRDhub promoted moving from the representation of citizens’ interests to active participation as part of the good governance approach.
The Project target group was the NGO members: 10 members, 4 employees, 2 volunteers, 35 associated members. As well as residents - 10 public bodies, 111 young scientists, experts, teachers and students.
During the project we achieved the following results:
•Associations’ website published 10 thematic analytical articles.
•1 informative material (summary of the study on civic participation, regional development and the promotion of international cooperation).
•Produced and distributed in four different designs informative postcards (total 5000 pcs.).
•Were organized in "Science Cafe" and a discussion of civic participation "Kas urda cilvēku?"
•Developed civic participation plan. Signed Memorandum of Cooperation with NGO community center "Līči" on an action plan for approbation Preiļi municipality. Action Plan working version was approbated local governments and NGOs in the discussion Preiļu region. Signed five memorandums of cooperation.
•There has been discussion in the academic unit "in the East", the academic community by promoting awareness of the voluntary motives.
•Signed Memorandum of Cooperation between the association and the Jean Monnet Association Latvian thus giving students the opportunity to obtain an apprenticeship Jean Monnet Association in France.
•There are established experts in network and carried out its regular updating.
•Expert Network database registered 41 experts.
Social sustainability in promoting the association of the project activities have a direct positive impact, but should take into account the fact that the investment in this area really should be evaluated over a longer period of time. Society's involvement in the International Regional Studies Association, as well as cooperation in launching participation in the program of cooperation in the contest as the Interreg Europe and Urbact is an activity that is directly focused on policy instruments improvement and urban development, since it includes initiatives that contribute to regional development policy planning and implementation of improvements in both local, regional as well as national and EU level.
