Centralized functions and allocation of resources don’t provide opportunities for cultural development in regions, hence it is essential to involve cultural NGOs in planning
Aim: to promote development of civil society through culture
Main activities: circulation of NGO information and providing consultations for NGOs; development of strategy and work plan for Association; development of materials for seminars; promotion of voluntary work in local and international level; broadening and development of Culture Organization Cooperation Network; development and implementation of social culture projects; ABC of Civic Participation
Results: enhanced circulation of information about NGO sector; improved capacity of regional NGOs; promoted understanding about civic participation; promoted voluntary work; developed informative and analytical materials; implemented cultural initiatives and social culture projects
Target group: members of society, other NGOs,government.

Project results: The project aimed to strengthen civil society, to support the activities of NGOs and create awareness about it in society through culture as an instrument of democracy and implementation of participatory democracy.
The target group was 95 non-governmental organizations - 10 members, 70 employees, 40 volunteers. As well as residents - 150 cultural institutions representatives and 26 representatives of local governments.
During the project achieved the following results:
•Providing circulation of NGO information and consultations for NGOs’;
•Development of strategy and work plan for Association for
Year 2014. – 2018;
•Development of materials and seminars “Formation of Democratic Cultural Policy” and “Culture of Democracy: Rights to Culture and Participation of Society”;
•Promotion of voluntary work in local and international level;
•Broadening and development of Culture Organization Cooperation Network “European Culture Identities”;
•Development of cooperation model of Vidzeme region culture organizations’;
•Development and implementation of social culture projects;
•ABC of Civic Participation;
•Project Publicity.
Subproject implementation process were created new jobs, implementing social cultural projects, events and cultural initiatives were used Vidzeme Planning Region business services, thus the introduction of the project ensured the sustainability of the economic promotion of the region of Vidzeme. Implementation of the project contributed to the understanding of the cultural fields, economic development, encouraging change believe that the cultural sphere only consume rather than give an economic contribution. The project implementation process opportunities to participate were provided to all members of society, regardless of their membership of a social group, thus ensuring the company consolidation and integration, and promoting civil society and the rule of law development in general.
